The Financial Services Volunteer Corps (FSVC) is looking for a highly motivated individual to join our Field Program team in Luanda as a Senior Program Officer. Our mission is to provide the highest quality technical assistance to developing countries, by recruiting senior foreign financial experts to serve as volunteers on short-term projects (e.g., consultations, trainings). As a Senior Program Officer, you will be responsible for helping FSVC’s field Director manage the implementation of FSVC’s various technical assistance programs in Angola. You will work very closely with our field staff and New York Program Officers to do so, focusing on the implementation of practical, results-oriented projects that respond to local needs and help improve people’s lives.

FSVC has been implementing technical assistance programs in Angola since 2010 for a variety of stakeholders, including commercial banks, Parliament and civil society organizations. Upcoming programs include work on strengthening anti-money laundering compliance; increasing capacity in the area of capital markets; and building greater budget oversight and transparency.

FSVC is a not-for-profit organization that helps to build sound financial sectors in emerging market countries. The premise of FSVC’s work is that sound financial infrastructure is essential to support private entrepreneurship, promote job creation, attract foreign investment and create conditions that promote lasting economic opportunity. FSVC’s core work concentrates on developing central bank capabilities, strengthening commercial banking systems and building capital markets. Major additional areas of work include improving access to finance for small businesses, and combating money laundering and the financing of terrorism. Another critical area of current work involves advising governments and civil society organizations on how to strengthen public financial management. FSVC has field offices in Albania, Jordan, Kenya, Moldova, Somalia and Tunisia.

Responsibilities:
• Help develop technical assistance (TA) projects mainly with private financial institutions (e.g., banks, funds), including liaising with their senior management to prepare and then help manage TA project execution;
• Manage multiple field aspects of TA delivery by experts, including project activity design, logistical arrangements, implementation, post-project follow-up and reporting;
• Build relationships and represent FSVC with key counterpart organizations, including public and private sector institutions, and potential TA recipients, to support FSVC’s programs and seek new business opportunities;
• Liaise closely with FSVC’s NY headquarters team and field staff to ensure effective program implementation;
• Write and translate (Portuguese/English) TA requests and documentation, when needed;
• Write program reports and post-project evaluations, as well as marketing and support material, in both English and Portuguese;
• Pursue business development leads to help expand FSVC’s footprint in Angola; and
• Assist in drafting concept notes and proposals.

Preferred Qualifications:
• At least a Bachelor’s degree, with coursework in business, economics or finance;
• At least 5 years of work experience, preferably in the financial sector/”Big 4” firms;
• A bilingual motivated Angolan professional, fluent in spoken and written English and Portuguese;
• Capable of writing professional documentation in both English and Portuguese under tight deadlines;
• Excellent Microsoft Office skills (Word, Excel and PowerPoint);
• Outstanding interpersonal skill, and an ability to independently interact in Portuguese and English with senior management in the financial sector;
• Strong multitasking and time-management skills; and
• Results-oriented mindset.
