The Financial Services Volunteer Corps (FSVC) is seeking a highly motivated individual to serve as a Capital Markets Consultant on one of FSVC’s programs in Luanda, Angola. Our mission is to provide the highest quality technical assistance to developing countries, by recruiting senior foreign financial experts.

As a Capital Markets Consultant, you will be responsible for delivering a “Capital Markets Training Program” for capital market professionals in Angola. This program aims to provide participants the necessary foundation of key capital market principles, and offer a comprehensive and intensive survey of capital markets principles, risk management and the evolving international regulatory landscape. The program duration is likely to be one year, and the Consultant will be expected to deliver 8 one-week training modules on the following potential topics:

1. Money Markets
2. Equity Valuations
3. Equity Investment Vehicles
4. FX
5. Bond Markets
6. Options
7. Credit Derivatives
8. Equity Indexes

Emphasis should be placed on creating practical, interactive trainings that are useful to capital market professionals. To design and deliver these trainings, you will work very closely with our field staff and New York Program Officers to ensure the implementation of practical, results-oriented trainings that respond to local needs.

FSVC is a not-for-profit organization that helps to build sound financial sectors in emerging market countries. The premise of FSVC’s work is that sound financial infrastructure is essential to support private entrepreneurship, promote job creation, attract foreign investment and create conditions that promote lasting economic opportunity. FSVC’s core work concentrates on developing central bank capabilities, strengthening commercial banking systems and building capital markets. Major additional areas of work include improving access to finance for small businesses, and combating money laundering and the financing of terrorism. Another critical area of current work involves advising governments and civil society organizations on how to strengthen public financial management. FSVC has field offices in Albania, Jordan, Kenya, Moldova, Somalia and Tunisia.
Responsibilities:
• Develop and deliver a capacity-building training program for Capital Markets professionals in Angola;
• Develop course material and administer the trainings in Portuguese. Each training will take place over the course of one week (5 business days), and the Consultant is expected to deliver a total of 8 trainings in Luanda over the course of approximately 12 months; and
• Liaise closely with FSVC’s NY headquarters team and field staff to ensure effective program implementation.

Preferred Qualifications:
• At least a Bachelor’s degree, with coursework in business, economics or finance;
• At least 10 years of work experience, preferably at an investment bank, broker/dealer, fund manager;
• Prior experience in delivering capital market trainings, particularly in developing countries;
• Strong understanding of equity and debt capital market fundamentals;
• A bilingual motivated professional, fluent in spoken and written English and Portuguese;
• Capable of training professionals in Portuguese;
• Capital Markets licenses (e.g., FINRA Series 7, FCA Qualifications) would be an added bonus;
• Excellent Microsoft Office skills (Word, Excel and PowerPoint);
• Outstanding interpersonal skill, and an ability to independently interact in Portuguese and English with senior management in the capital markets sector;
• Strong multitasking and time-management skills; and
• Results-oriented mindset.
